DECEMBER 4, 2020 : Members of the House of Representatives approve the Marijuana Opportunity, Reinvestment, and Expungement (MORE) Act, HR 3884, which removes marijuana from the federal Controlled Substances Act. A momentous day! The ACT now moves to the Senate!
WHAT DOES THE MORE ACT DO?
On December 4, 2020, the House of Representatives approved the Marijuana Opportunity, Reinvestment, and Expungement Act (the MORE ACT). The MORE ACT eliminates the existing conflict between state and federal marijuana laws and provides states with the authority to be the primary arbiters of cannabis policy within their own jurisdictions.
WHAT ELSE DOES THE MORE ACT DO?
The MORE ACT also permits for the expungement of low-level, federal marijuana convictions. It incentivizes state and local governments to take similar expungement action. The MORE ACT creates pathways for ownership opportunities in the emerging regulated industry for local and diverse entrepreneurs through grant eligibility and social equity. For the first time, the MORE ACT allows Veterans to obtain medical cannabis recommendations from their VA doctors without fear of losing their benefits. In regards to cannabis and immigration, the MORE ACT finally removes the threat of deportation for immigrants accused of minor marijuana infractions or who are gainfully employed in the state-legal cannabis industry.

A WIN AT A CRITIAL TIME IN HISTORY!
The House of Representatives Vote comes at a critical time in American History! As of today, 36 states and Washington, DC regulate access to medical cannabis; 15 of those states and Washington, DC have legalized marijuana use and small amounts of cannabis to be possessed by adults. In the 2020 election, five additional state ballot measures legalizing marijuana for either medical or adult use were approved by voters. Once these laws are operational, more than one-third of all Americans will reside in a jurisdiction where the adult use of marijuana is legal.
This historic vote marks the first time in 50 years that a chamber of Congress has addressed the classification of cannabis as a federally prohibited substance. The decriminalization and legalization movement will continue with the new Administration standing behind and fully supporting the MORE Act. President-Elect Biden has repeatedly called for the federal government to respect the rights of states that have voted to legalize and regulate marijuana access and Vice President-Elect Kamala Harris is the current lead sponsor of the Senate companion of the MORE Act, S. 2227.
